Yes, if you mean the canned spray paint. The solvent is definitely bad for all people but especially so for toddlers.



All the windows should be open, the fans going, and the child should be away from the house until the fumes disperse.



It is better to paint a bedroom with one of the low odor interior wall paints.

Spray paint fumes can be bad for anyone if inhaled. You generally see people who use or work with spray paints with some sort of nose and mouth mask for a reason. So yes, I'd say they are definitely bad for a toddler. In what context are we talking?
