I would suggest you to organize a Hello Kitty birthday party. This is one of the most popular themes for young girls. You can find the hello kitty party supplies from any party store within your area or else, buy them from any online store such as Mybirthdaysupplies.com. Get all themed party decorations such as Mylar balloons, centerpiece, table covers, etc. A hello Kitty piñata will be the best surprise for the girls. For party favors, buy Hello Kitty candy clips, lace clips, jewelry sets, etc.

My daughter is turning 2 in a couple months, we're doing a tinkerbell theme. Other ideas would be butterflies, tea party, dora, almost any disney show or princess, picnic (we did a picnic theme for my daughters 1st, it was adorable), ponies, dogs, etc. What does she like? Basically with my 2 kids parties I've just selected a them based on what the liked currently (tv show, movies, characters, sports, animals, etc) then googled it (picnic birthday party), and looked at all the pictures to come up with some ideas for cake, decor, and invitations. For my sons 3 birthdays, we did an In the night garden party, cookie monster, then Cars. My daughter was a picnic theme. As far as games, I never did games for their first party, for their second, usually a pin the tail on the donkey kinda thing (for my son, it was pin the cookie in Cookie monster's mouth). And that's about it. When they're still so young they don't get games that much. It's pretty much just a theme with decorations and food and just let them play.
