There is a book out there called Baby Bargains by Alan and Denise Fields. They rate everything including car seats on an A to F scale. They not only look at price, but quality, extra features, etc. They also have a book called Toddler Bargains. I haven't gotten that one yet, but plan to soon. Some libraries carry them. Hope this helps.

How big is the child you're getting the seat for? If it's the baby in your picture, she looks small enough that she'd likely be safer rear facing still. Most convertibles go to 35 lbs RF now, some even to 40 lbs (soon there'll be one out that goes to 45 lbs!). If she's under 2, I'd really strongly suggest (as a CPST) that you get a good seat that can RF and put her that way.
In terms of good convertible seats, I like: Britax Roundabout50 or Marathon, The First Years TrueFit, Sunshine Kids Radian, Evenflo Triumph Advance, Graco MyRide 65, or Safety First Complete Air. Those are all good seats.
If your little one is 2+ and big enough to be forward facing only, then I'd suggest a Graco Nautilus, Britax Regent or Frontier, or Safety First Apex65.

get a 5 point harness seat. they are pricey but proven to be THE best ones. Kids can not get out of them and wont come out of them in any accident, if you were in one.
