Could it be because she's teething?

I never went through this with my now 4 year old son. He was barely fussy when he was teething. And I know all babies are different. My daughter is 6 months old and she's been teething for a while now and her two bottom teeth are starting to show. Lately she gets fussy when I put her down. Her swing and bouncer doesn't help. She can even be sitting right next to me and she still flips out! Can this be because she's teething? Is she uncomfortable to that point? I've also given her CVS brand infant pain killers and she still cries when I put her down. So i'm not exactly sure if she's just too attached to me or she's in pain. Help!
