My son has grown so fast, I have outfits (some with the tags still on) he's already outgrown. I don't have gift receipts for them or I would exchange them. So what's the next best step to getting new clothes with the old ones? Is it better to do all shopping/ trade at a consignment place or would I have better luck selling on my own??

The ones with tags, I would still try to exchange, if you know from which stores they came. Some stores are pretty easygoing on the receipt thing as long as the tags are there. If you only have a few outfits, and the tags are still on, just hang on to them as possible future baby shower gifts. Other than that, I'd recommend consignment or EBay. Craigslist/Kijiji and yard sales are a pain in the ass -- even if you mark something as costing a quarter, people will try to haggle you down to a dime.
