Formula fed baby allergic to whole milk?

My daughter who is now 11 months, was BF for 3 weeks and on Good start Formula from then until 6 months when she was changed to Good Start stage 2. She hasn't had any issues with either. We have been adding whole milk to her bottles for a little while. I tried around 10.5 months and after 3 days she would scream at night and be fussy during the day. I was doing the same i did with my son which was 4ozs formula and 2ozs milk. I stopped adding the milk and waited 2 weeks to try again. She did goo for about a week this time, but then once i tried to move to the next stage 2ozs formula 4ozs milk, she again was screaming and in pain.
Is it possible for my daughter to be allergic to whole milk even though she has no issues with formula that is made from cows milk? I'm thinking of trying soy to see if she is ok with that but some input would be nice first.
My son had MAJOR problems with BF and formula and was changed to whole milk at 9 months due to the medical aspect and he was fine once changed to whole milk so this is very odd to me that she would have such a problem when she had no signs of concern before.
All the people on my mothers side are lactose intolerant so i know this is a big key factor but again she had no issues with formula...

yeah she likes yogurt but i find when she has it she is up during the night for a bottle. It's weird...i bought some Soy tonight at grocery so i'll give it a shot. The one i got was the only one that didn't say 1% on it and had Omega 3.

The Good Start has milk products in it, but it is broken up. Since she's fine on it, it's more likely an intolerance than an allergy, or she'd be having symptoms with both. Instead of going to whole milk you can try many other types. There is lactose free milk, goats milk, soy milk, rice milk, almond milk, coconut milk... Just make certain it says "Enriched" on the label, as she needs the vitamins, and also that she's getting a high fat content in her diet to make up for what would typically be in whole milk vs the other types.

I would try the soy milk or ask your Pedi what they think
