How to tackle sibling rivalry between 14 months old twins?

I have 14 months old twin girls. Offlate they have started pulling each other hair, pushing the other one aside. Younger twin is more aggressive in this but she only started pulling elder one's hair when she was in her way or wanted to take her toy away. Now she does it to get attention or jus for fun. I don't know how to deal with that. I don't want to sabotage anybody's confidence or reward the victim all the time.

I have triplets, 2 girls & 1 boy; my guys started this about 13 months, mostly my girls. When one took a toy or push, pulled hair etc. We would make them say sorry, then hug and kiss the offended sibling, letting them know it is not ok to do this, it took a while but they get it, it has made them very close

Now at 29 months when it happens, sometimes I only have to say what did you do to your sister and they both say sorry and give kisses…. Has worked well for us….
