If you think something is wrong or your don't think that your baby is breathing properly your should seek medical advice...YOU will know if something isn't right...i'm not a doctor so i don't know...my daughter had no problems breathing. Maybe call your health line...if your in Australia its 13 health (13 43 25 84)...
Also here is a link for heaps of info on newborn infants breathing...

My son was born with a Congenital Heart Defect so heavy breathing was normal for him because he wasn't getting enough oxygen. Does the baby breathe heavy all the time? or only when eating or sleeping? I would call your pediatrician. Ask for a pulse ox test. That will show how much oxygen the baby is getting. (not saying the baby has a heart defect) but it will show if there are any breathing or oxygen problems you need to be aware of

It really depends too... don't think blue is the only sign! My son has Largnomalacia... a soft larynx... bad too! And he would snore like no one's business. It wasn't congestion but an actual issue that also brought with it reflux & meds early... If you are concerned I urge you to talk to your doctor about it... if you can catch it on video to help them see what you see!

just be aware of your babies regular pattern, some newbies cant manage their breathing properly and suffer from low oxygen when sleeping, your doc should be able to diagnose it if this is the case and they have to have extra oxygen via tank when they sleep.
a friend in our mums and bubs group had this problem and the only sign was heavy/fast breathing during the day, she ended up spending the week in hospital with him

Yes, unless they are turning blue. If they are turning blue (check fingers and toes too), at the minimum call a doctor or take in to an office or ER.
It's a new skill they are learning. It's very different using your lungs to breathe air rather than amniotic fluid. Skin to skin snuggling helps them master it faster.
