I'm looking for a double stroller that would be appropriate for a 17 month old AND a newborn.

With the oldest we used the Graco travel system which I liked because we didn't have to take him out of the carseat.

Is there a double stroller out there that has that AND a toddler seat?

Most double strollers will accomodate an infant car seat as well as a toddler if they are the front to back seating rather than the side by side. I would recommend that you check out the weight of the stroller while folded when you are trying them out since you will need to lift it into your vehicle. A lot of the strollers now have a "bassinet" option on the rear seat too if you do not want to use the infant car seat all the time. Happpy Stroller Shopping. :)

With my Graco Duo Glide, I could use with or without a carseat & still seat my oldest in the front seat. Now they're 2 1/2 & 4 years old & we still can use it most times we go out. Hard to steer unless the heavier child is in the front.

I would recommend the Contours Options tandem stroller.  I saw an ad for it in Parenting and just had to check it out!  The seats adjust 4 ways and there's a car seat attachment that fits most infant seats on the market.  It's a pretty reasonable price ($220) & can be found at Babies R Us.  The only downsides, in my opinion, are that it is a little on the heavy side and when both seats are turned in, there isn't a lot of leg room.   Here is the link so you can look at it: http://www.toysrus.com/product/index.jsp...

We have an evenflo set that has the toddler seat and the attachments to hook up our newborns car seat. Don't remember if it was a certain kind of evenflo stroller but it works great for us. It has the side step for our toddler to get in the back seat and our newborn gets covered up in the front. Though she could just as easily sit in the back seat too I'm too nervous our toddler will end up tipping it forwards because she weighs so much more. lol.
