Is there anything on her head that could be itching or hurting? If not, then it's probably just discovery or maybe she likes the way her hair feels. My son never sucked his thumb but instead played with his hair to soothe himself to sleep. I remember how fascinated he was when he discovered his feet for the first time. He held on to them and played with them all the time.
