my 3 year old is mean to family dog

he keeps grabbing our dog round the throat and hits her and trys to pull her tail and just will not leave her alone despite being grounded from her for the day or nite or when we get fed up w/ repeating over and over for him to leave her alone... any ideas... please!!!

Well eventually the dog will bite him and then he'll learn to leave her alone.

OR...you could teach him to be NICE to the dog instead of torturing the poor animal and waiting for a serious incident to occur. Don't leave them alone together EVER. The MOMENT he acts like he's going to hurt her PUT HIM IN A TIME OUT or distract him or SOMETHING but don't just let it happen. Sit down with him, hold his hand, and tell him "Nice pets!" while you guide his hand and stroke her fur. Explain to him that dogs don't like it when you hurt them and they will bite with their very sharp teeth and really hurt him.

You need to CONSISTENTLY redirect the child away from the dog. Do not even let the child think about approaching the dog, redirect. He's 3. This is the age of repetition.

Either that, or get rid of the dog.

It's hard to make sure there never alone. My guess is the mom is telling the child to be nice. I'm in a similar situation where my three year is becoming more aggressive toward our dog. I'm looking a reason to understand this behavior such as jealousy or something. And practical advice I very much watch my toddler but when they want to do something toddlers have a one track mind.
