My 9 month old is 20 lbs, Can he be turned forward facing in his carseat?

The longer you keep them rear facing the better. Its much safer for them

if the childs feet is touching the seat then yes you are meant to put them in a foward facing car seat.

Nope, not yet! The magic number is 20/12...20 pounds AND 12 months, not one or the other. They say, though, that the longer you can keep them rear-facing, the better. If you get in a car wreck, the rear-facing seat keeps their necks stable because they just don't have the muscles to do it themselves. In the front facing, their heads can be thrown forward and side-to-side more, and can cause more damage.
