When you say he won't wear pants I presume you mean underpants and is still prefering to wear pull-ups or similar.  Perhaps he needs the security of wearing something 'just in case he has an accident'.  Maybe you could compromise and let him wear the pull ups when you are out of the house and try to get him to wear pants in the house for a practice.  When he is comfortable in the house you can then try outdoors for short periods.  The most important thing is not to make a big issue about it.  He will wear pants anyway as soon as he feels comfortable in them.  If he prefers to go naked in the house then let him as long as you are comfortable with that.

I had the same problem with my little guy. Try not to worry, he will grow out of it.

i had a similar problem with my son. he went to the toilet but hated wearing pants and wouldnt keep them on. so i ended up trying him in boxer shorts. he is so much happier in boxers and wears them all the time. hope this helps

Not unusual, so don't panic! Kids that age just love to go naked!
