If he's ready to go back to regular school, and you aren't making any progress with him, send him back to school. He's obviously decided that he's ready, and unless you want to make the next 3 years a complete struggle, you've got to let him make some of those type of choices.

He was in regular school up until last year. The second half of ninth grade he began having migraine headaches. He told me that he was being picked on at lunch. I had his schedule changed so that he went half day and half doing FLVS. He couldn't make up all the work. He had a week where he was in and out of the er with the migraines. I finally had to take him out and do the online school. He was doing fine up until last month and it has been a struggle ever since.

I must also question why he isn't in regular school, especially as it seems he doesn't want you to homeschool him. Obviously he has been in regular school before if he is asking you to send him back there, so it would be helpful if we understood the problem. Right now, I can't see why you don't just send him.

Is there a reason he isn't in regular school? He's told you why he doesn't want to do the work for you. He's obviously missing the social aspect of going to school and at his age that's just as important as the academic side.
Through the teenage years we learn how to interact with other our own age as well as our teachers etc. We learn that even though we have different opinions, we can all still get along. We can discuss why we feel a certain way about things and make up our own minds and opinions.
This is a huge learning curve in any young person's life and to me it sounds like your son is craving that.
