When my children,9 and 6 are visiting their Dad, he will not allow them to contact me by mobile phone or by landline. Does anyone know if this is legal?

What does your contact agreement say? Is phone contact covered? If not, you'll need a modification of the agreement to state when/how and how often the children are to contact you. But, it could be that your ex wants his kids to spend time with him, rather than spending his time speaking with you on the phone.

A quick call to you should be acceptable in my book, though.

doesn't sound legal...but I would ask a judge or something.
