I'm inclined to agree with Lacye here. Seriously. If you haven't paid close enough attention to what your kid is doing, and now you have an 11 yo "dating" a 16 yo, then you're spending too much time on yourself and not enough paying attention to raising your kid.
Seriously. But, hey, if this is a real post, then my advice is to grow a backbone, and keep your daughter under your close supervision. And if 16 yo doesn't like it, you can always get a restraining order.

This is one of those conversations that make me wonder sometimes if it is fake or not. On one hand, if it's not you are screaming, "DUH! Tell her no! If she doesn't listen then lock her ass in her room!" On the other hand, if it is you are thinking, "Wow. You wasted my time with dribble when there are real women out there with real problems.
So basically what I'm saying is this, it's a no brainer. You are the mother, if she doesn't want to listen then tough shit. What you say goes! Stop trying to be her friend and be her mother.

I would not be trusting that boy. Something is wrong with him. No teenage boy dates a preteen unless something is not right.

"She won't listen"??? What??? She doesn't get a choice. You are the adult, she is the child, what you say goes. Period. No 16 yr old boys... and I agree with Jodi. An 11 yr old shouldn't be "dating" anyone!!

I would never allow my 12 yr daughter to date let alone a 16yr. Put your foot down take away all privileges!

She is eleven and he is 16??? That could potentially be statutory rape. I would def put my foot down. Not only that, I would bring his parents into it and all have a sit down of how inappropriate that is. You don't just try harder in this situation, you DO IT! Make sure to have the sex talk with her, and the importance of condoms. Seriously, get on top of it. Has she even hit puberty yet?

She's 11. You be a mom and stop this. Where is an 11 year old even able to interact with a 16 year old without adult supervision? Not on my planet, that's for sure.
