When friends only want to play with your kids toys, not your kids.

My daughter was given a very cool Power Wheels car as a gift a couple of months ago. Now a boy down the street, who we let ride a couple of times in it, is over EVERY day to ask if he can play.
I have 2 issues with this. He is allowed to run around all over the neighborhood at all times with no supervision (even peeing in the neighbors yard), so I don't really want my daughter just hanging out with him all of the time.
The second issue is he doesn't actually want to play with my daughter, just her toys. In fact he doesn't even know her name.
This is really annoying me and I'd like it to stop, but I am not sure how to do that without offending the other mother, or making the boy feel like my daughter can't ever play. Advice please?

Maybe you could arrange with the other mother for your kids to have a play date, and "conveniently" hide the power wheels. Maybe set it up so the kids can make a craft together where they have to share paper, scissors, glue etc. (not sure how old your daughter is, or if this would be appropriate.) That way they have to interact with each other to get their project done.
