My daughter is 20 months in a weeks time and I've just started potty training. Some of my friend's tots who are the same age as her started earlier and they've been seeing results although they still have accidents.
Worth a shot I would say :)

I haven't, but if your daughter seems interested, doesn't hurt to try! Just don't expect too much. She may show interest for awhile, then not so much. That's what happened to my son. Hard not to get frustrated, but you just have to go at their pace or they will resist it.

One of my good friends started trying to potty train her DS as soon as he learned to walk (he was a late crawler, 13 months, and started walking at 18 months). She found it very frustrating and complained to me a lot about how hard it was. We (DH, the daycare, and I) started training DD when she was 33 months. My friends DS and my DD were both fully trained at 34 months, but it took us a month while it took her almost a year and a half.
Doesn't mean you shouldn't give it a try -- some kids do train super early -- but go into it with the thought that if it works, great, and if not, oh well, you'll try again later.
