first always make time for your 4 yr old, have daddy take over for an hour with the little one and take her out to the park or now that its getting colder do something that only the 2 of you can do like color a picture or make some cookies.. then after that hour right before you run back to your little one just talk to her and ask her if she would like to help you change a diaper or feed her brother. Make it so she feels like shes helping and also that shes getting enough attention from you so the both of you are pleased.. sometimes it may take a little more time for things to get done with her helping but it will make her understand why little brother needs soo much attention. Even during the hour of mother daughter time ask her questions like " how do you feel about your little borther?" and go from there. Hope this helps.

I have felt that way also if you feel like your not do more you cant spend too much time.
