I saw this great recipe for a "Blue's Clue's" birthday cake, made with regular mix. It's a plain circle cake, and four cupcakes, iced with blue icing. I don't know if you're kids are into blue clues. Then hit the dollar store for balloons, streams etc, try to stick with blue for the blue's clues theme.
Get some construction paper, and make puppy ears, or paw prints, or whatever. You would be amazed at how easy it is to put together an awesome party from cheap craft supplies from the dollar store is.
Pick a theme and stick with it, if your son is into trucks, make that your theme (although a truck cake is a little harder, and if you're as artistic as I am, it may be a problem)
