I just looked up on google rear facing car seats. There is an article under rear facing car seats and safety about why it is best to keep a child rear facing for as long as possible. In Sweden the children must be in a rear facing seat up the age of 3 or 4. The child death rate due to motor vehicle accidents is at almost 0!! We should adopt that standard as well.
Graco makes a car seat that is rated for children up to 40 punds to be rear facing. It is call the my ride 65 convertible car seat. Directly from Graco it is about 150 bucks but I think it would be well worth the money to ensure that your child is safer.
