How can i keep my 3 year old seat belted without her keep getting out?

have you tried something like a seat belt buckle guard, i'm not sure what shops to get them from, perhaps somewhere like mothercare, but i know you can find them online,

easy enough for adults to open and safety tested for quick release in an accident but it makes a alot trickier for the littlens to escape from :)
