Get Baby Vick and a cool mist vaporizor. Try propping her up when she sleeps. Motrin for a fever and there are over the counter things you can give for congestion have you tried even plain saline drops they worked for my son. Hope this helps

Quoting Tabitha:
You should rub some baby vicks vapor rub on her chest right before she goes to sleep. Baby Tylenol always helps.
You shouldn't give tylenol or any fever reducing medication to children unless they have a fever of 101.0 or higher or other wise directed by a physician. The human body runs a fever to fight off infection. A fever is a normal thing for a kid to have...too much tylenol is not.

I agree with Jen...not too sure where you are from, but we have used saline drops and a mist...we find the mist worked better. Saline really does work though and helps sleep.

Cool mist humidifiers work really well for babies and young children that you don't want to constantly medicate. I haven't tried the vapor baths before, but I've been told that they can help too. We give my daughter robitusin or albuterol if she has a cold and cough otherwise we turn her humidifier on and let it run its course. For the stuffed nose you can get some saline nose drops and suck it out. The kids hate it, but it helps. I was thankful when my daughter learned to blow her nose at 12 months, I hated having to fight her to sit still while we drained her nose.

It might sound wierd but i have 10 month old twins and they are just starting to feel better, this is their 8th day of being sick and they still have cough and runny nose not as bad as before, but they still do. I rubbed baby vicks in their chest and back, and some moms recommend me to put some in their feet and i did, also i put a vaporizer with the vicks medicine, and a humidifier, and i gave the motrin. I believed all of these things helped them, i hope it works for your baby.
