I gave my son a spoon after he was a year, but before he was 15 months old. He now can eat from a fork and spoon quite well. As far as holding off because of the mess, it is a learning process for them. Throwing it, my son would do that once in a while, and then we would take it away. He eventually learned.

My son is 7 mos old and I give him a spoon to hold on to when I feed him myself. He will normally just bang it on his tray or hit himself in the forehead, but sometimes he tries to put it in his mouth between spoonfulls. My sister didn't want to give her son a spoon for a long time either afraid that he would poke out his eye.

Well I'm with your friend but not for the same reason. LOL My 18 month old just started using a spoon and fork and it was because of the mess. We tried when she was about 10 months but like our other two she flung it more than ate it so we took it away and let her eat with her fingers. She's bigger now and has great fine motor skills and is doing great with it.

I gave mine one when she was big enough to sit in a high chair during feeding. Ditto, Sharon!
