My cousin's 1 month old fusses when it's time to nurse. Any ideas as to why?

hmmm - I think a few more details might be helpful.
Fusses before latching on and then nurses OK?
Fusses in the middle of nursing? Pulls on and off and doesn't' stay latched on long enough to really nurse?
How long does it last, is baby getting enough wet diapers (4 to 6 wet diapers per day)? Is baby growing?
Without knowing more details I can offer a few general guidelines only
First: Crying is a LATE hunger cue. Look for smacking of lips, rooting (turning head toward you and trying to find the nipple), fist sucking. When baby doesn't get fed soon enough baby can become too hungry and will then not nurse as well as if baby was fed sooner.
If baby pulls off and fusses very shortly after beginning to nurse, you may be dealing with an overactive letdown. Read this article about fast/overactive letdown.

And this article that talks about other reasons baby may cry during nursing.
