How to wean 3 year old

I am really, really having a problem with weaning my 3 year old. My first self weaned at 20 months so I was hoping that would happen with number 2 but he is having none of it! I truly believe in nursing BUT it is now causing issues in the am where he gets up and wants to nurse at 4:30 am. and when I try to refuse, he wakes the whole house. My 6 year old is a walking zombie in Kindergarten so I then let the 3 year old nurse to keep things quiet. I can't see how to get out of this cycle! I was thinking about taking an herb to stop my milk (I think Sage is what I found that does it).

Any suggestions would be appreciated. Basically ,he nurses in the am (4:30) and then when he goes to bed. He tries during the day but its easier to distract him then. I have also tried to change the bedroom routine so he doesn't nurse then...again, with poor results.

OK, this an idea (and this is what I did with my 4 1/2 year old to get him to wean)..

I did a reward chart. I told him every time he didn't nurse, he'd get a sticker. When he'd fill up his chart, he'd get a reward (my son is *OBSESSED* with Star Wars so I got him a small Star Wars toy). Of course, he wasn't too thrilled but when I'd remind him of the reward, he'd go back to bed
