Sometimes, at night, I let my son cry it out (when I know nothing is wrong).

My son was whiny alot when he was 9 months, I started giving him more solid food and he was fine. :) Turns out he needed more energy.

Let me add that he wasn't giving me the normal hungry signs, but it seemed that the extra food helped him.

If he's fed, not teething or has had camilia/other treatment for teething pain, not over tired and crying out of habit, CIO might be the best idea.

If you don't want to have him cry it out, you put him in some kind of snuggley, and walk around doing things until he falls asleep. My daughter loves this, because she's right against my body. When I can't get her to sleep, I put her on my back and do the dishes, tidy up or make some food. It works really well for us

you may just have to let him cry it out. maybe leave a light on and a favorite toy and blanket. my oldest daughter did that and it took a few weeks for her to stop but she stopped. my youngest too, but we finally merged both of them (my oldest is 2 and my youngest will be 1 next month) and now they just play with each other. They don't cry anymore bc they have that comfort. i hope this helps
