My Lilly is going through the same thing, she is breaking in all four of her side teeth at the same time, are his gums puffy or bright red? We give her teething tablets by little ones for natural fussiness, and baby tylenol at night as well as a small dose of Orajel (night time formula) and on those nights, she seems to sleep longer. If we forget, she wakes several times. Try it, he is at that age.

My Daughter is also 16 months (born on the 10th) she is going through the exact same thing. I asked this similar question a week or so ago and got some good advice, I think what it is for her is that she is getting some molars because when I would go in her room at night usually she would be biting her fingers. But there have been a few times (when she didn't get a good dinner usually) that she wants a lil snack then goes right back to sleep. I hope some of this helps! if you want to check out my question and the replies I got...
