Memorizing Multiplication vs Learning

I have heard from some teachers at my son school they are focused on getting the kids to 'learn' multiplication and not so much 'memorize' multiplication. Has anyone heard this before? Seems like it's the same thing. I understand the concept for say algebra, but for times tables makes no sense to me?

I think maybe they're stating to provide a more hands-on approach to multiplication table instead of pure memorization. For example, giving 3 different colored sets of 7 to get 21 in total vs just memorizing 3 times 7 is 21. I think it could help for some kids but not all.
