Ezcema on my baby..tried everything!

Hi, I have a 11 month old baby. He's had eczema since birth. Mostly on his cheeks, and ankles. My first baby also had it, but it was long gone at 6 months old, I never even had to do anything.
I have tried lots of natural remedies, aloe, coconut oil, etc.. Then I resorted to all the lotions on the market, started with eczema lotion specifically for babies, now trying Ceravae, Eucerin, Glaxo Base. 10 different lotions, and hundreds of dollars later, I finally gave in and took my pediatricians prescription and have been using the Hydrocortisone cream. It really is the only thing I've tried that works. However, I have to apply it 3 times a day, his skin is so dry, and even then, it doesn't clear up completely. I'm not a fan of steroid cream anyway. He developed Impetigo on his head, so I've had to change my tune, and had to start using the medicine.
Is there ANYTHING out there that has worked with your babies / kids?

Hi my son just turned 12 months I took him to an allergist to see if the excema is. Coming from an allergy and found out he's allergic to eggs and peanuts since then It thankfully has become much better as I'm staying away from these things I also give hydrocortisone 2 times a day and use Aquaphor a lot! My doc do told me to moisturize a lot like with every diaper change I should moisturizd him! It has become a lot better since! Hope this helps
