Simple: Tell them they have 30-60 days to find a new place to live, or go under contract with you for room/board.

Serve written notice, and make sure they understand you're enforcing it.

agreed - sometimes adult children decide to act in such a way that they can longer live with their parents. you are only responsible until 18 - after that, it's time to test those wings...

For the son that is over 18, just sit him down and say that he's an adult now, and he needs to come up with a plan to go out on his own. Give him a time frame of a couple months to find a job, place to live, etc. Keep talking to him until the time is up to let him know you're serious and he will need to be out by the due date. He may still think you're being harsh, but I'm not sure there's any way around that by kicking him out. If he's not paying for groceries, or rent, or phone, or other expenses, then you need to come up with some amount that he should be paying you for those services until he moves out.

If your other son is under 18, then you should try to keep him home until he's 18. If he has a job, then let him know that he should save for a car, car insurance, apartment, furniture, college, etc., so that when he turns 18 he can support himself. If he has a cell phone, he should be paying for that now that he has a job.
