My little boy is the same way. 2 1/2 and never stops. (at all) We set up a dinner, bath then (hair, and teeth) then we let him sit and watch Caillou. when he finally sits and watches it he finally slows down and just watches it. after that it is story and bed, now does he stay in bed no he still gets up, but after Caillou he is quiet, and moves slower, tired like, it really helps wind him DOWN for the night.

I also have a hyper 2 1/2 year old (and almost 6 year old). We have found having bath time followed by a couple of stories gets them calmed down.

My son likes to watch the Thomas the train movies. Since they are still pictures, it calms him down more than any other movie. Just put the volume on low and he falls asleep before it is over.

Reading is a great way to calm mine down maybe it will work for you too. I just curl up with them in the rocking chair and they climb in its warm and relaxing it makes me sleepy too!

if he does get out of bed, have a safety gate at the door and ignore him. Then he will know that it is not doing any good and stop getting out of bed

My son is the same way. He bounces all day, most of the time to the point that he doesn't even take a nap anymore. somedays I think I'm going to go nuts. The best way I found for him is a solid routine. At about an hour before bed he gets his bath (if it's bath nite) and the Johnson's bedtime bath does help a little. Then after his bath we sit in the recliner with his glass of milk and read a story. Once the story is done we sit and snuggle until bed time. Then when it's bed time, it's bedtime. I put him in his bed, turn on his music, and turn out the light and close the door. Now that he is in a toddler bed he gets up at least 2 time right after I lay him down. I just don't waste any time and put him right back into bed.
