Mother is MIA father was never involved. What can she say about new living arrangements to new friends?

She shouldn't have to explain anything. If she wants to bring friends home and feels the need to explain to them, I'd stick with "my grandparents are so neat that I wanted to live with them instead of my folks".

She doesn't have to say anything. Or she could come up with all sorts of crazy stuff she tells people, or just the truth.
Personally, if I were her I would tell people (who really had no business asking) that my parents are in the circus, they're in the Navy in a submarine in the Pacific ocean, they're on an expedition to Antarctica, they're part of the witness protection program, They're on a mission trip in Somalia, they're movie producers filming a movie in Greenland.
It would be especially funny if she told everyone something different. If she has friends she wants to tell the truth to, then she should. Just ask them to back up the circus story!
I know the situation is not funny, and I'm not trying to make it sound silly. I just think that it's no one's business and it would serve them right if she made up something crazy.

She is not the only kid who has to live with grandparents. It really is not a big deal.
