I suspected that my 17yo son and a few buddies smoking pot recently. They all denied it. Eventually my son's friend approached me with the truth. I respect and appreciate him doing this. I gave him the option of being the one to tell his mom (my close friend) or I would. And yes, I'll follow up.

I'm still determining the consequence for my son but here's my question: should I contact the parents of the third boy? I don't know them at all. This boy is a year older (18) and is reportedly the one who supplied the pot.

If you don't know the parents, then contact the police. Supplying the boys with the marijuana is a crime.

If you were not aware that this was happening, they are unlikely to hold you liable. However, if, now that you know about it, you don't act upon it, then you could very well be liable for the situation.
