As a 16 year old, not wanting to go to school show that she may not want to deal with the structure of the school day. It seems that she is somehow too isolated to realize there is an entry point back in the system. I would explore taking the GED or TASC. Perhaps, she can get a book at the library and review the questions to test out. Be aware that she may have a difficult transitioning time and should explore groups with her age peers- other home schooled kids or clubs or sports of sorts and local paid work. A GED/TASC class would have adults that may make it hard to relate to.
