I have no first-hand experience, but I think a tafe college could be a good option. If your son is not happy at school but is willing to approach tafe with a positive attitude, that has to be a good thing. You won't know how successful it will be until you try it, but it sounds like there's no support in his current school.
If you are lucky, he might make friends with one of the older students who can keep an eye out for him. I have heard stories about unlikely friendships between some very young and some much older students at tafe. I think you'd need to stay involved and in contact with his teachers, but he may well be far more comfortable in tafe classes of mixed ages and backgrounds instead of a school surrounded by other teenagers.
Best of luck to you and your son, Justine. :)
