I have the same problem with my teenage son.
When I ask him to clean his room, I am not disrespectful but at the same time I have my mum hat on where I expect them to do what I ask.
Remind them that when they do move out, they will need to know how to keep up a household and at the same time this will build their character and also let them express themselves but keep your mum hat on.
They will all rebel at some point.
When they finish cleaning their room, keep in mind it might not be as perfect as you would like it, but praise them on the effort made.
Give them helpful tips like how to do hospital corners while making their own bed, you may need to provide storage solutions giving them reasonable input in the selections made.
As girls go, they like their own private retreat to go to whenever they feel the need. Have a family meeting, notebook in hand and ask each girl how they would like their bedroom styled. This will give you big points because your showing them that you care what they think and as they are their own personal rooms, let them give as much input as they want. Before doing this though, tell them that it needs to be tasteful and within financial limits.
Once the girls realise that it's all about them with their own private retreat, they will be more likely to keep it tidy.
You know the feeling you get when you have done a job and you know you have done it we'll, there is a sense of personal pride of having achieved.
This will be instilled in the girls and as they mature, they will blossom.
Keep in mind though that there are some hard cases out there who will be stubborn. Just keep your patience and keep trying. After all, as parents, we have the responsibility of teaching our children before they go out into the world.
