Your mom sounds pretty smart to me. Interacting with friends and family in person is better for you than via electronics, because it helps with your social skills that you will need later in life. So I'm glad that you take time for that. Electronic restrictions, especially early morning and late evening, are good for the whole family, and your mom's decision is probably not intended to be a punishment to you. If you like to read, check out actual books at the library instead of using e-readers or computer. Maybe you could play a board game with the family in the evening, or take the time to tidy up your room, help with the dishes, laundry, etc.

Parents generally do not try to be mean to their children. It's just that we have more life experience and can see a bigger picture regarding our kids development than the child can see for themselves. You're not an adult yet. And the more a child can act like an adult and follow the rules (or have a genuine discussion about why they feel the rule is unfair, then respect their parents' decision to keep or change the rule) the more the parent may trust the child and possibly ease up on the rules later on.
