What is the best way to convince a 17 yr girl of a "perfect" Homecoming dress without the expenses?

My daughter is 17 and a junior. She was nominated for Homecoming candidate. She wants the "perfect" dress since she will be in front of everyone in our small town. I cannot seem to get her to understand that she does not have to spend a lot of money to look "perfect". What is the best way to talk to her about a budget without a fight? She refuses to buy a dress from someone (even if it has only been worn once) because she wants her "own". We have always bought really nice used ones in the past and don't have a lot of money to spend on a new one. She does not have a job to help pay for it because of some medical issues and recent surgery she has had. Any advice would be helpful!

I'd give her a budget and tell her you can't go above that she will soon see herself that she can have the nicer cheaper on because it is pre owned or maybe a not so nice one because it is new.
