When schools dont take care of bullying. What can i do?

My daughter had just ended a relationship with her boyfriend. Now it seems she has lost all of her friends and being bullied at school. Ive talked to the school and all they do is talk to the kids, which doesnt help cause they go right back at it. My daughter is failing cause of it and i finally got to where i pulled her from the school. It has affected her self asteem. She would come home everyday and sleep. She has tried making new friends, but the others causing the bullying just pulled them away. She has been out of school for a week now and no one has even ask her why or called. What can i do or how do i handle this? She's just 17, all i want is her to be happy. How do i handle the school, when talking doesnt seem to work?

Is there another school in the area that she may be able to attend with a fresh start? Perhaps if she has a facebook page, deleting the account for now will help from seeing what so-called friends are saying. Sometimes going beyond the school will get you results, such as the superintendent, and if not, the superintendent of the district?

Bullying has gotten way out of control everywhere. I was fortunate enough with my daughter that she was able to start in a much larger technical school for her junior year of high school. She got a fresh start with new faces, made new friends and it changed a lot for her. No parent wants to have their child bullied and it makes you feel helpless as to how to remedy the problem.
