When should a mother step in to stop a relationship from happening?

I've posted a couple of times about the issues between my daughter and her bf but I am at a loss now as to what to do. Long story but in summary...they dated 8 months. He broke it off. They got back together two weeks later and then he broke it off after 4 days. A month after that, he starts talking to her again when he found out she went on a date with someone. He started dating a new girl about a week after they broke up the first time and then he went back to the same girl. He led my daughter on and she quit talking to the guy she went out with only to have the boy go back to the other girl. Fast forward a month.... my daughter started seeing this other boy on a regular basis about a week ago and went to prom with him. Her ex called her the night before prom and started telling her the same old stuff ... he still loves her, shes the one for him, blah blah blah. I had told the boy to leave her alone back in March and my daughter hated me for it. She said she'd rather have him in her life as a friend than not have him in her life at all. Well the ex broke up with his gf the day after prom. He told my daughter that seeing her at prom made him realize that he misses her and she's the one he loves. My daughter is now trying to decide whether to go back to him or pursue the new relationship. She said she is in love with her ex.. always has been.. and she has tried to be happy with the new boy but it's just not the same. Do I get involved and tell the ex to leave her alone for good? Do I let her make her own decision and find out on her own that she made a mistake? The new boy has a ton of friends and they are all giving my daughter a hard time at school. They think she used him and is using him. He has feelings for my daughter and my daughter has told him that she doesn't want to hurt him and that she still has feelings for her ex. I feel for her but I don't know what to do. Help!
