Birthday Party Delima

My daughter will be turning 8 and unfortunately my husband and I have not been financially stable enough to spend 300-400 on birthday parties so we usually do something small maybe cake and ice cream every year just for family. Well a family member offered to pay for my daughter a birthday party because she really wants a skating party. Well the family member specified that she would love to pay for the party however she will not pay for teenagers and older kids since they will not be interested in celebrating my daughters birthday but only come to the party out of obligation to family. The problem i have with this is those people who she wants to omit are the faithful family members that come to her cake and ice cream party every year and I am really torn on giving my daughter her special day or canceling the whole this out of feeling like I should do what is right and that is have everyone or no one. Any advice?

You can't do the ice cream and cake AND the other party with her friends? Personally, I don't quite understand why a party has to cost that much. I also don't understand why she can't have both.
