I agree with Hannah. My kids are 3 1/2 and 1 1/2 and they are in bed at 8 sharp. Usually around 7:15 on bath nights (my son has ecxema and cannot be bathed daily and my daughter's skin dries out) or 7:30 on non bath nights we begin our routine. We usually snuggle on the couch and watch the food network (very little excitement happening there, but my daughter especially enjoys it) then we get in their jammies, brush their teeth and my husband takes one child and I take one child for some one on one time. Read a bedtime story and straight to bed. You have to take a no nonsense approach to things like "mommy I need a snack, or can i have a drink" Our rule is no snack before bed (cuz we eat at around 6:30) and if you want a drink you may have water (as to not allow anything sugary that may cause hyperness or tooth decay). I started this type of routine when my three year old was very young (around 3 or 4 mos.) it was shorter then, and didn't usually include a story. and when my 1 yr old was born i gradually added him into the mix. I have NEVER had any trouble getting my kids to bed, as a matter of fact, they will often ask to go to bed when the show is over or after their bath. It has been a godsend for us.

Do you have a relaxing bedtime routine for them? For example: Dinner, quiet play (such as puzzles) bedtime bath, bush teeth, story time, glass of water and tuck into bed. Try to keep them away from things that cause stimulation, like TV and sugar. Depending on what time your family does dinner, your children may also enjoy an evening snack - some cheese and crackers, a piece of toast and glass of milk. Something simple and light. This routine should be done at around the same time. At the ages you stated of your children they should be in bed by 8 pm.

Good luck!
