I would say have a look at diet (to much sugar can cause aggression in children) , what he watches on tv (copying, even the greatest kids shows have violence in them), the games he plays ( does he play video games, does someone around him play video games). What he does at kiddy or school??

Time outs work really well, you have to be consistent with punishment and it will take a while, if you smack him one day and then yell at him the next, it is not going to work. Have basic house rules, write them on a big piece of cardboard so he knows. Then when he breaks the rules, give him a warning and then time out for 5 mins (1 min per year of age).

I see that you tried time outs, I think it is because your not being consistent with punishment, it may take 6 months for him to actually sink in that its not ok to do that.

My little boy does similar from time to time and I tried yelling and telling him off and nothing seemed to work so every time he hit someone we would ignore him and give lots of attention to the child he hurt. He learned very quickly not to do it because he wasn't getting any attention. He still does it from time to time but not often now. Hope this helps

Have u tried giving him 5 mins on the naughty step??

Sometimes just having to sit and watch others having fun can make the message stick better :)
