Well I have a daughter who is the same age and we are potty training right now.....finally! I had the same problem as she didn't want a thing to do with the potty too. I just had a my 2nd daughter 2 months ago and didn't want to have to do double duty so even before I had my baby I would only ask my daughter is she wanted to sit on the potty through out the day and always when I used it. Sometimes she would sit and sometimes she wouldn't but I would never force her too. Everytime she did sit on the potty she never went she would go pee a few minutes after she got up. Well one day we were out and I had to change her sister diaper do I asked if she wanted to sit on the toilet (it happen to be a kiddie one that she had never sat on) and she said yes. After just a second she said she couldn't go but she didn't have a pull up on and I knew she had a tendency of pee right after she tired and I didn't want her to pee on the floor so I made her sit there while I was changing the baby's diaper and she ended up pee in the toilet! I was so excited and so was she that since the day she wanted to pee in the toilet. I know ever kid is different in how they do it but I really believe that when they are truely ready they will tell you. So my suggestion to you is just to ask everytime you go to the bathroom and if she doesn't want to sit on the potty bare butt just let her sit there with her pants up. Eventually she will be ready. Our daughters are only 2wk apart and mine just started about a month ago so don't worry. I hope this helped! :)

I found that it was hard to potty train my stepson, he wouldn't go for a long time until a boy i used to babysit was already potty trained encouraged him. He is three and he goes all by himself now. Elain is 2 and she wants to go use the potty, only because she see's that her big brother goes by himself. Maybe if she is encouraged by someone she follows, like a friend or a cousin, or someone her age she's around a lot. That may help.
