Potty Training

My 3 year old daughter wants nothing to do with the potty. We first thought it had something to do with our 2nd daughter ( 4 months old) that she wasn't trying to learn to use the potty. She says how she wants to wear pull-ups/underwear, how she wants to clean herself, etc. I had her pick out some underwear she likes, told her we will pick up more when she really learns to use it. She reads books while on it to try to help her. First she told me and my husband that she was afraid of the potty. She wants to use potty like a big girl she says but then doesn't do anything in the potty. We feel she might be still doing this because she is jealous of her sister. Has anyone else gone through this? Any advice/ideas???
