Quoting alison:

i think you should stop the pull ups and just put him pants , he will have a few accidents at first .thing is with the pull ups he knows he can wet them and want feel uncomfortable because they are just like nappies, my daughter who is now 6 was in pull ups at age 2 yrs and i stopped them and in a week she was trained ,but u got to stay in the house for a week if u want him trained in a week

this last week,i started my daughter in "big girl panties" she did GREAT! only 2 accidents the first and 2nd day, then none the 3rd...then,it all went down hill! i went through 5 pair in ONE day...it gets discouraging and frustrating. especiallly since ive tried EVERYTHING you can think of for 3 months now! :(

If you have the time. Take the training seat into the living room (make sure you put it on a towel) turn on his favorite show, give his some books, and have him sit there until he goes. But he has to sit until he goes no exceptions. Oh and don't forget lots to drink while he sits. I did this for my son and one week he was peeing regularly and two weeks he was doing both. I also gave him with dumb dumb suckers when he went, everytime he went...even a little bit. They are cheep, small, and they have a handle so he won't choke on them. My son also ran around naked all the time because if I put him in a diaper, pull up, or underwear he would just go in them instead of the potty. If you live out in the country or your house has a fence around it have him go outside to pee. That is the biggest joy in my sons life is to pee outside. It's not both but it is a start. Hope this helps and good luck.
