Suggestions for getting my kids to be obedient again?

My 6 year old (and my 4 year old, following her lead), are slipping into a habit of ignoring when I call them, and making excuses or refusing when I ask/tell them to do things as simple as putting 3 books back on the bookshelf. I feel like I've tried everything - making it a game, trying to clean with them, rewarding obedience, losing priveleges if they don't do what little is asked of them. I feel like it's gotten really bad, and I've run into a dead end for ideas... Any suggestions???

What's most important is to react to their actions with punishment. Make sure you not only reward for obedience, but to put your foot down.

Maybe create a list of rules and explain them to them thoroughly. Time outs and spankings are punishments that work well.
