Go to a reputable tattoo shop and ask for a more experienced artist. This will ensure your health is the number one priority. But yeah, it's fine! I got a butt tattoo and a collar bone tattoo while I was breast feeding.

The LLL doesn't say you can't. They just warn that you follow all of the usual precautions to avoid infection. That said, it is common for tattoo artists to refuse to tattoo pregnant or nursing mothers, and some people say that you wait until your nursing baby is at least a year old. By the time your baby is a year old, your milk is no longer his primary food source (so it's less of a problem if you get sick) and your body is fully recovered from pregnancy and childbirth.
