Fill a rough tote or toddler pool with some water or sand or even (ugh) dirt, stick it in the porch or laydown towles or whatever. My kids use a kiddie pool with a few shovels of sand, in the basement, as an indoor sandbox. I put it down there in the late fall and take it out in the spring. Also a few shovels of snow in the tub if its too cold out, it drains nicely and they can still make mini snowmen.

In my city we have a number of bounce houses and play centers for little ones. They are mostly open to the public on weekdays, which makes it more difficult if you work. There is also bumper bowling or a place like gymboree. How about story time at the library?
